BARANGAY JUSTICE SYSTEM IN THE PHILIPPINES: CHALLENGES AND INNOVATIONS

The main objective of Barangay Justice System is to informally settle cases through the Lupon members acting as mediators. Mediators do not apply rule criminal law but they are facilitate harmonious settlement agreement both parties. In this role mediators, study investigated challenges encountered by mediators during settlement, how did deal with these and have innovations in respond barriers successful settlement. This qualitative nature Focused Group Discussion n(FGD) personal interview data gathering instrument. Data was transcribed, coded analyzed themes patterns. Results shows that barangay justice system effective, emerge challenging are: Disputants Ability Comprehend, Challenge Persuading who Cooperate for Settlement, challenge Exceeding from mandated Authority Execution Agreement selected Dealing Negative Attitude Towards System. Innovations amicable Coordination other government or non-government agencies has specialization dispute, On-site Dispute Settlement single-out counselling complainants disputants Giving sanctions reprimand.
